SCOPE OF WORK AND METHODOLOGY OF THE REQUIRED SERVICES
A Local Coordinator is required under the Institutional Capacity Building component
(Component 2) and RE Commercialization (Component 4). The scope of work includes the following:
1. Organize and facilitate the “RE 101,” a webinar to be provided by the DREAMS project both onsite and virtually (simultaneously) for the technical and legislative staff of the province, the DC, and selected municipalities (See Annex A)
The consultant is expected to arrange and facilitate and be physically at on-site ses- sions to be held in a hotel either in Iligan City or Cagayan De Oro (depending on health protocol/quarantine guidelines) and conduct meetings, agree on logistics and
schedule in coordination with PGLS, LASURECO, and target beneficiaries for the fina- lization of the travel and RE101 schedule particularly the list of participants composed of 20-25 staff from the said offices which will be confirmed by the PMU.
The arrangements and preparations for the virtual participants to be composed of the 6 resource persons from the DOE will be handled by the PMU. The hosting of the event including the platform to be used will be handled by the PMU. Based on the agreed upon schedule, the PMU shall handle the selection of the hotel, payment and other contracting arrangements at the venue site
2. Develop criteria for the selection of the site for a proposed RE facility to be installed, in consultation with the local partners
3. Draft local legislation that will support the implementation of the Joint DILG-DOE Circular on Energy Planning
4. As a result of the RE 101 activity, prepare a RE proposal to install a local RE facility that may be supported by the PGLDS, DREAMS Project, and other interested inves- tors.
The proposal will seek funds from the PGLDS and the LGU, where the proposal will be implemented. The proposal may also be submitted for consideration of the DREAMS Project. This will be done in coordination with experts, concerned agencies, the local partner, and the PMU as regards the technical design and requirements of the pro- posal. Consultant will package the RE proposal for submission to target fund source
