Team Leader
- Minimum Master’s Degree in engineering
- Minimum of 15 years of experience in project management
- Minimum of 7 years of experience with development projects and stakeholders in Fiji
- Demonstrates detailed knowledge of climate change and related development planning
- Demonstrates ability to mobilise / manage a team of experts in similar assignments in Pacific Island Countries.
- Demonstrates ability to prepare technical and financial feasibility studies in the transport sector, including investment and financing
- Fluency in English with proven track record of written reports or article relevant to this assignment.
Senior Technical Expert(s)
- Minimum PhD (or professor) in international development or engineering in the maritime sector
- Minimum of 10 years of experience with maritime sector development and research projects in Pacific Island Countries
- Demonstrates knowledge of maritime operations and related stakeholders in Fiji
- Demonstrates expertise in the maritime sector, marine vessel designing, transport planning, data analysis or equivalent
- Demonstrates expertise in alternative / renewable propulsion research in the maritime sector
- Demonstrates a networks and know-how in the global maritime sector that will help inform the deliverables of this assignment.
- Fluency in English with proven track record of written reports or articles relevant to this assignment.
National Technical Consultant(s)
- Minimum Master’s Degree in international development or engineering
- Minimum of 5 years of experience with maritime / marine / fishing area development and research projects in Pacific Island Countries
- Demonstrates knowledge of maritime operations and related stakeholders in Fiji
- Fluency in English
Experience:
- At least 7 years of experience in working with development projects and stakeholders in Fiji.
- Experience with Fiji’s climate change and development policy and planning
- Experience with transport & maritime sector planning and investment analysis in Pacific Island Countries
- Experience in preparing technical and financial feasibility studies
Language requirement:
Proficiency in English (written and spoken) required.
Price Proposal and Schedule of Payments
Tentative milestone payment percentages are subject to verification at contract negotiations. All components of each item must be completed to qualify for a milestone payment. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the firm wish to travel on a higher class he/she should do so using their own resources
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the firm’s representatives, prior to travel and will be reimbursed.
Evaluation Method and Criteria
The Firm must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance and any other applicable cost to be incurred by the Firm in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration.
Technical Criteria for Evaluation (Maximum 70 points) [Please add/adjust the below criteria and points awarded to each as necessary]
- Criteria 1: A Master’s Degree in engineering – Max 10 points
- Criteria 2: 15 years of experience in project management – Max 10 points
- Criteria 3: At least 7 years of experience in working with development projects and stakeholders in Fiji – Max 15 points
- Criteria 4: Experience with Fiji’s climate change and development policy and planning – Max 10 points
- Criteria 5: Experience with transport & maritime sector planning and investment analysis in Pacific Island Countries – Max 15 points
- Criteria 6: Experience in preparing technical and financial feasibility studies – Max 10 points
Only consultants obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Documentation required
Interested firms must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:
• Letter of Confirmation of Interest and Availability using the template provided in Annex II.
• Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the firm and at least three (3) professional references.
• Technical proposal, including a) a brief description of why the firm considers itself as the most suitable for the assignment; and b) a methodology, on how the firm will approach and complete the assignment.
• Financial proposal, as per template provided in Annex II. Note: All applicants must quote prices in United States Dollars (USD).
Incomplete and joint proposals may not be considered. Consultancies with whom there is further interest will be contacted. The successful consultancy shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.
