Educational:
- At least Bachelor’s degree in Arts/Social Science/Development Studies or any other relevant field.
Experience:
- Minimum 2 (two) years of experience on creative writing and designing in the fields related to social development or fields relevant to development sector work
- Minimum 2 (two) years of prior experience of working in or with International NGOs, UN Agencies or development sector organizations
- Minimum 2 (two) National/International publications or features on human rights or social development topics
- At least 2 (two) years of work experience in Illustration/Graphic Design/Animation/Painting or Photography
Language: Strong competencies in Bangla and English language speaking and writing are required.
Institutional Arrangement:
The national consultant is expected to keep contact with UNDP Bangladesh communications team and relevant project managers to accomplish the tasks with overall guidance and supervision from the Head of Communications.
Individual consultants will be evaluated based on the following methodology

Timeframe and deadlines:
Duration of the assignment will be 108 working days over 06 months.
Reports:
The activities done by the incumbent will be regularly monitored by the Head of Communications, UNDP Bangladesh.
Duty Station and expected places of travel: Dhaka.
Tentative Payment Schedule:
The incumbent will be paid on deliverable basis.
Financial Proposal
Total lump sum:
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs, including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
PRICE PROPOSAL AND SCHEDULE OF PAYMENTS:
Consultant will be paid on a daily rate basis after submission of the report in line with the schedule mentioned below:

Cumulative analysis
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
- responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation
In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
p = y (µ/z)
Where:
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated

Recommended Presentation of Offer
Interested individuals must submit the following documents/information to demonstrate their qualifications.
a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
c) Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how she/she will approach and complete the assignment.
d) External links and proofs of relevant work against the work experiences mentioned in the Personal CV or P11, annexed to the technical proposal.
e) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided
f) Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
