BACKGROUND AND CONTEXT
The Sawasya II programme: Promoting the Rule of Law in Palestine represents the primary programmatic vehicle of the United Nations for advancing the rule of law, integrity, gender justice and human rights in Palestine for the period 2018-2022. Bringing together the main UN entities mandated and invested in these areas in an integrated programme framework (three years, with provision for a further two optional years), Sawasya II seeks to elevate the state building enterprise for a progressively functioning and increasingly inclusive State of Palestine that respects, protects and fulfils human rights and gender equality, and promotes development, peace, and security. The programme has a dedicated output (2.1.) which aims at improving the quality and efficiency of security and justice services. Under this output, the Programme provides support to the public prosecution and Hight Judiciary Council through its Planning departments.
To that end, Sawasya II is seeking a national specialised on Architectural Design specialist to conduct a compressive needs assessment and action plan for the refurbishment of nine different sites in the West Bank.
SCOPE OF WORK
UNDP/PAPP seeks the services of a consultant who has experience in renovation work in public building and facilities to conduct a needs assessment for nine different locations and provide an action plan for the renovation work which should include detailed design and Bill of Quantity together with detailed drawings, specifications of items and estimated cost. Details of the nine locations are provided in the following section.
Public prosecution:
1- Jenin Public Prosecution: The public prosecution office is in Jenin city and is about 600 m2. The main tasks include, but not limited to, rehabilitation of the seizure room which located in the ground floor and it is about 15 m2, maintenance of the ceiling and lighting, installation of additional shelves in addition to cabinets and a ventilation system, maintenance of the reception room, creating a special room for the police, adding additional waiting seats, and installing a complete camera system for the Public Prosecution branch, as well as comprehensive maintenance of the sewage system, water network, roofing, and lighting maintenance.
2- Bethlehem Public Prosecution: The place is in Bethlehem, and it is independent building with two floors and basement, it is about 162 m2. The main needs are related to humidity problems, ventilation system, office furniture and equipment related to seized items, maintenance of lighting, ceilings and bathrooms, and installation of a monitoring system.
3- Halhul Public Prosecution: Located in Halhul city, there is need to establish a seized items room with 50 m2 in the second floor as well rehabilitating the rest of the floor and installing a surveillance camera system.
4- Yatta Public Prosecution: Establishing a seized items room with 50 m2, furnishing, and rehabilitating it according to the rules, and installing a surveillance camera system.
High Judiciary Council:
This includes five locations in five governorates. Details are provided below:
- Ramallah conciliation and first instance court (6 detention cells)
- Nablus conciliation and first instance court (4 detention cells)
- Bethlehem conciliation and first instance court (2 detention cells)
- Jericho conciliation and first instance court (4 detention cells)
- Jenin conciliation and first instance court (4 detention cells)
