Background
The United Nations Development Programme (UNDP) in Indonesia is initiating a new programme with the Korean International Cooperation Agency (KOICA) to support the Government of Indonesia in strengthening government capacity to handle civil petitions that can improve public service provision over time. In doing so, UNDP and KOICA will establish a tripartite collaboration with KemenPAN-RB to develop a comprehensive and integrated national strategy on the public service complaint management system. This collaboration is also intended to capacitate respective agencies responsible for the management and operation of LAPOR.
The project aims to enhance the e-governance system of Indonesia’s government by strengthening the national complaint handling system (SP4N LAPOR!). In achieving the objective, three main outputs are expected to be performed:
1. Develop a master plan and roadmap for a comprehensive national complaint handling system (SP4N-LAPOR!).
2. Enhance institutional capacity on complaint handling of national and subnational governments through Invitational and Local training.
3. Increased government and public awareness on SP4N-LAPOR!, and citizen participation to improve the system, with particular attention to women, youth, Persons with Disabilities (PwDs) and other marginalized groups of the population through Workshops and Promotions.
With support from UNDP and KOICA, the Ministry of Administrative and Bureaucratic Reforms (KemenPANRB-RB) has developed the national public complaint handling system (SP4N-LAPOR!) roadmap for 2020-2024, which has been adopted into the ministry regulation number 46 of 2020. The roadmap serves as a legal basis for implementing SP4N-LAPOR! by sub-national governments. The roadmap also guides the subnational officials in forming the regional policy priorities and securing the regional budget in implementing SP4N-LAPOR!. Therefore, this project focuses on supporting the government, especially KemenPAN-RB, with developing a comprehensive and integrated national strategy to develop a clear direction for SP4N-LAPOR!. In this context, the project has made fundamental progress in enhancing national and sub-national institutional capacity for government officers through a series of SP4N-LAPOR! technical training. However, it is critical to expand the breadth and width of such an approach to forge the strong policy and strategy links to ensure the implementation of needed legal and regulatory changes in support of the implementation of SP4N-LAPOR! and improve its operational efficiency and effectiveness.
In 2021, a new MOU was signed between five government institutions as the main partners of SP4N-LAPOR! Followed by this MOU, in early 2022, those five government institutions of SP4N-LAPOR! have signed the further service agreement, which manages each role and responsibility in the operation of SP4N-LAPOR!. Hence, a further joint action plan is required to manage the operations of SP4N-LAPOR! at the macro level, following each leading institution’s role and responsibility. This combined action plan can ensure the effectiveness and efficient implementation of SP4N-LAPOR! at the macro level as well as provide quality assurance in the business process to be in line with the roadmap of SP4N-LAPOR!. In addition, well-established coordination at the macro level is needed to support management at the meso level.
Given some contexts above, UNDP in consultation with KemenPAN-RB will assist to develop joint action plan. The objective of this support is:
• To provide a clear role and responsibility in the operation of SP4N-LAPOR! between five key partners (KemenPAN-RB, Kemendagri, Ombudsman RI, KSP, Kominfo).
• To improve the effective and efficiency of SP4N-LAPOR! operations.
• To provide technical guidance following the Ministerial Decree PAN-RB No 46/2020 on roadmap of SP4N-LAPOR! at macro level.
Considering the technical aspects of these supports, a consultant expert is needed to provide substantive inputs in developing the documents. Terms and conditions for this arrangement will comply and follow UNDP’s SOP on delivering this support.
