EXPERIENCE AND MINIMUM QUALIFICATION REQUIREMENTS
Education
- At least Master/ Specialist’s degree or equivalent in Technical Science, IT, Design or related field.
Experience
- At least 5 years of experience in the field of educational project management;
- Professional experience in the field of UI/UX Design;
- At least 2 projects in conducting similar assignments relevant to the scope and size of the current consultancy;
- Proven experience in cooperation with international donor and organization programmes.
Languages
- Fluency in Ukrainian and English languages is required.

VII. FINANCIAL PROPOSAL
Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount by components (including a number of anticipated working days).
Travel costs
The travel is not envisaged for this assignment. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. BSAFE course must be successfully completed before the commencement of travel. Individual Consultant is responsible for ensuring he/she has vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. A Consultant is required to comply with the UN security directives set forth under https://dss.un.org/dssweb/
VIII. EVALUATION CRITERIA
EDUCATION – 10 points max
At least Master/ Specialist’s degree or equivalent in Technical Science, IT, Design or related field
10 pts – PhD degree in the relevant field or higher;
6 pts – Master’s/ Specialist’s degree in the relevant field;
WORK EXPERIENCE – 55 points max
At least five (5) years of relevant experience in the field of educational project management – 25 points max
25 pts – 8 years and more;
22 pts – 6-7 years;
20 pts – 5 years;
Professional experience in the field of UI/UX Design – 10 points max
10 pts – more than 5 years of experience,
6 pts – 4 years .
At least 2 projects in conducting similar assignments works/projects relevant to the scope and size of the current consultancy- 10 points max
10 pts – 3 project and more,
6 pts – 2 projects;
Proven experience in cooperation with the international donor and organization programs – 10 points max
10 pts – more than 4 years of experience,
6 pts – 3 years.
LANGUAGE SKILLS – 5 points max:
5 points – Fluency in Ukrainian and English .
Maximum available technical score – 70 points.
EVALUATION METHOD
Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%
Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer.
